Reverts the Calico Cloud next parts of the Fluent Bit migration (EV-6164, CE 3.24 EP3) and the eBPF v5.17 minimum kernel, because Calico Cloud 24.0.0 is built on CE 3.24 EP1. The last PR in the stack puts them back after the 24.0.0 cut.
