DOCS-3052: Remove compliance reporting from Calico Cloud next

Removes compliance reporting from Calico Cloud next, mirroring DOCS-2992 for CE 3.24.

• Deletes the 3 compliance guide pages, the compliance-reports reference and globalreport
• Removes feature prose, the Compliance role, and the installer compliance value; relabels the sidebar category Security
• Keeps references to components that still ship (compliance-benchmarker, the Compliance CR resource settings, tigerastatus rows)

Flags

• Confirm the console dropped the Compliance role itself, not only the reports
• cc-arch-diagram.png may still draw the Compliance component
• Redirects for the removed /calico-cloud/ paths belong in the publishing PR, since 23-2 still serves them

Review follow-up, fixed in d51caa3.

• get-started/operator-checklist.mdx: the compliance status entry now says it manages the compliance components that still run, such as the CIS benchmarker, instead of "the compliance features".
• _includes/components/ReqsSys.js: removed the Compliance TCP 5443 row from the CC copy. In operator v1.43.0, pkg/render/compliance.go deploys compliance-server only when there is no ManagementClusterConnection, and every CC cluster is a managed cluster. Row striping adjusted.
