fix: update ws to 8.21.3

Summary

Clears the open ws dependency scanning finding (fixed in 8.20.1). Lock-only change; package.json is untouched.

Changes

• ws 8.18.0 -> 8.21.3
• npm also dropped a stale package-lock entry for esbuild-plugin-file-path-extensions, which is not referenced by package.json anymore

Testing

npm ci, then npm run lint and npm run build pass. npm test has 10 failing test files on main as well (heartbeat and connection suites), and the set of failures is identical on this branch, so nothing new from the bump.
