DOCS-3052: Add Calico Cloud 24.0.0 release notes

Adds the Calico Cloud 24.0.0 release notes to next.

• Features: policy editor, Gateway WAF, L7 eBPF and Waypoint collectors, operator metrics, selector-scoped FelixConfiguration, versioned Helm charts
• Removed or deprecated: compliance reporting, Calico Cloud 21, the Envoy L7 collector
• Updating: the ingress gateway breaking change and the private registry cc-operator image
• Known issue: Kubernetes 1.36 with v3 CRDs

Review follow-up, fixed in 9cc5f92.

• Compliance removal now follows the CE 3.24-1 wording: removed from the web console, and the docs including the GlobalReport reference are removed. The GlobalReport CRD still ships, so "no longer available" was wrong.
• Known issue now says a Kubernetes 1.36 cluster can't connect when Calico Open Source on it uses the projectcalico.org/v3 CRDs, because the install needs admissionregistration.k8s.io/v1beta1.
• Envoy collector deprecation moved to a bullet under Deprecated and removed features.
• L7 section now covers the Waypoint collector.
• WAF scope corrected to per Gateway or HTTPRoute, tuned per namespace.
• Link text uses Upgrade $[prodname].
• get-started/install-automated.mdx: install.clusterName and install.calicoCloudVersion corrected to installer.*, matching the values.yaml example.
• PR body no longer mentions an aggregated API server note.

Open questions

• The internal release notes list a YAML view in the policy editor, so the claim stays, but no docs page describes it yet.
• The Versioned Helm charts entry has no "For more information" link, and no CC page shows installing a chart with --version.
