Summarize verbose Console method-key warnings

Summary

• Keep individual NO EFFECT and blank-key messages for small method files.
• When more than five keys are ignored or blank, print a concise count and direct the analyst to the existing <method>.keys.json record rather than flooding the analysis log.
• Keep every key and its status in the machine-readable audit; invalid values and duplicate-key notices remain individually reported.

Verification

• On the combined Fix alignment-light matrix quant access #809 + Console method files: load the RT correction library once from the final path; make duplicated keys last-wins everywhere #817 + Summarize verbose Console method-key warnings #818 code: MsdialCoreTestAppTests Release, 80 passed, 0 failed.
• Added tests for many ignored and many blank keys, verifying the full JSON record survives.
• Refreshed the branch against master after Console method files: load the RT correction library once from the final path; make duplicated keys last-wins everywhere #817 merged; git diff --check passed and this PR now changes only ConfigParser reporting plus two tests.
• CI rerun on the refreshed branch is pending.

The unrelated local RawDataHandler package pin is not included.
