Summary

Build CUDA 12 and CUDA 13 bindings from their source roots on main, replacing branch-sourced maintenance artifacts.

• Plan builds by package and CUDA major; reuse a verified baseline only for unaffected components.
• Build each bindings root and its matching metapackage, plus the dependent Core ABI variants and merged Core wheel.
• Route artifact downloads and source-distribution checks through the selected root.
• Show actual component/major selections in build job names and the workplan summary, including baseline identity and reuse decisions. Metapackage display labels are meta12 and meta13.

The next layer supplies the matching GPU-test and documentation workflow interfaces. These are draft review boundaries; the final stack head is the integration target.

The eight PRs are review boundaries for one change. #3182 contains the final integrated source state; earlier integrated validation is recorded in #3178. The stack is rebased onto main dfad7e3658a9. Full hosted CI has not been rerun after this rebase.

Validation

The Linux and Windows pre-commit checks fail at this intermediate layer: actionlint sees the new bindings-config caller input while the reusable test workflows still require build-ctk-ver. Layer 5 (#3176) updates those interfaces. Actionlint passes once #3176 supplies those interfaces, and at the final source state in #3182.

Earlier integrated-stack validation passed all 402 CI-tool tests and 55 subtests, including change planning, artifact selection, merged-wheel contents, and execution of the embedded matrix scripts. The earlier integrated CI plan requested fresh builds and tests of both majors without baseline reuse.
