Refresh accelerator data, harden updater and fix proximity map

Summary

• Refresh GCP availability: Melbourne and Paris, accelerator-family changes, and P100 removals.
• Refresh AWS accelerated-computing families and preseed metadata for New Zealand, Thailand, Calgary, and Mexico Central.
• Refresh Azure availability, including NC RTX PRO 6000 Blackwell v6 in West US 2 and Southeast Asia, plus the latest live matrix changes.
• Add canonical Azure region_id values, metadata coverage and corrected labels; retain existing display slugs.
• Reject HTTP 200 error pages, invalid coordinates, missing AWS headings, and malformed Azure payloads.
• Document the intentional AWS GovCloud exclusion and reviewable, sourced Azure NCv6 overrides.
• Run updater and proximity tests on pull requests and monthly; upload regenerated data and fail on snapshot drift.

Proximity fixes

• Replace CARTO's API-key-required basemap with attributed OpenStreetMap standard tiles for normal interactive use.
• Accept both lng and lon; validate coordinate bounds and malformed records consistently for manual input and shared URLs.
• Show nearest regions immediately after applying locations, with a location selector and easier-to-click markers.
• Fix the last-category-uncheck bug and prevent saved raw-family filters from expanding to entire GPU categories.
• Save only validated/applied location state; preserve selected location in shared URLs.
• Escape user-provided location names, clamp antipodal distance arithmetic, and report provider-load failures visibly.
• Categorize AWS B300 and Azure RTX PRO 6000 families correctly.

• python -m unittest discover -s tests — 30 tests passed.
• node --test tests/test_map.js — 13 proximity tests passed (actual script/handlers, DOM/Leaflet doubles).
• git diff --check — passed.
• Browser smoke test on Cloudflare PR preview: map geography renders; lon input immediately produces sorted nearest-region results; switching locations updates results; comparison table works.
• Main remains unchanged; this PR is not merged.
