Refresh cloud accelerator data and harden updater

Summary

• refresh GCP, AWS, and Azure accelerator availability from their official provider tables
• normalize availability to one record per region while preserving the map's existing JSON schema
• externalize coordinates and canonical labels into region_metadata.json
• harden provider fetch/parsing, schema and metadata failures, empty-result handling, deterministic output, and multi-file publication rollback
• add fixture-based parser, encoding, metadata, transaction, and workflow tests
• add GitHub Actions refresh validation, review artifacts, and a committed-data drift gate

Notable region updates include AWS Hyderabad, Taipei, and European Sovereign Cloud; GCP Berlin (europe-west10); and current Azure GPU availability including Taiwan North. GCP's former zone-level duplicates are collapsed into region-level records.

Integrity fixes

• correct Cape Town and Jakarta latitude signs
• consume raw response bytes so UTF-8 AWS labels cannot become mojibake
• bound AWS list parsing to the current region section
• strip Azure region footnote suffixes such as Taiwan North*
• restore the prior provider generation if a later file replacement fails
• fail CI when a live refresh differs from committed JSON, while retaining the generated artifact for review

Verification

• 15 fixture/regression tests pass locally and in GitHub Actions
• workflow run 6 completed successfully, including live refresh, artifact upload, and zero generated-data drift
• all provider files match the validated workflow artifact
• JSON schema, uniqueness, sorting, coordinate ranges, and metadata coverage checks pass
• inline browser JavaScript syntax and static HTTP serving checks pass
• independent follow-up review found no remaining Critical or Important issues
