Transmitted frames counted in both TX and RX frame rate counters

Transmitted frames are counted in both the tx and rx counters. This can be seen by sending a large amount of can frames (e.g. with cangen) and observing both rate counters increase by ~ the same amount.

If those rates are being polled from /proc/net/dev rather than being updated by frames from the load monitor socket feel free to close
