chore: update dependencies and harden releases

Summary

• update all compatible npm dependencies, including ESLint 10, Jest 30, TypeScript 6, and Zod 4
• preserve Node.js 22.18.0 support while pinning local development to Node.js 24.20.0 and npm 11.19.1
• eliminate npm audit findings and deprecated transitive glob usage
• publish only verified immutable GitHub Release bytes and re-verify registry bytes

Verification

• clean npm ci: 356 packages
• npm audit --audit-level=low: 0 vulnerabilities
• npm run verify: passed (339 unit tests, 2 integration tests, workflow and package-consumer checks)
• Node.js 22.18.0 build/test/integration: passed
• candidate SHA-256: 50b88c9bd8cff551677f0b7391985bae54c021a60f9dd4732e834892151e7b7c
