refactor(tsuga): fetch reference bundles instead of bundling them - #23

The five operational reference dirs (cli, dashboards, incident-response, technologies, telemetry) now live in the product repo and are served by Tsuga. Skills fetch them with `tsuga docs get <path>`; the local copies had already drifted (the technology metric catalogs were 45 rows short and 238 rows stale). knowledge-technology's awk recipes now fetch a page into a shell variable via `jq -r .content` and filter from there. Dropped the cross-tech grep recipe, which would need one fetch per technology. The three bundle-authoring meta-skills keep their local references: they are authoring-time tooling and must work without a live Tsuga org.
