fix: document external service in readme per wp.org review round 1 - #5

Conversation
wp.org's first review round flagged undocumented use of a third-party service. Adds a readme.txt "External services" section explaining what api.tetapi.dev is, what data is sent and when (API key on connect, domain on verification, entity slug on badge render — no visitor data), and links to Terms of Service / Privacy Policy. wp.org's first review round (Review ID AUTOPREREVIEW ❗TRM-OWN
tetapi/tetapi/10Aug26) flagged undocumented use of api.tetapi.dev.
Adds a readme.txt "External services" section: what the service is,
what data is sent and when, links to ToS/Privacy Policy.
(Separately handling: the ownership/trademark check via a DNS TXT
record — owner-executed, not a code change.)
