Adds a daily canary that validates PAT_TOKEN_PIWI and alerts Slack when it is dead or close to expiry, with an offline test suite covering every outcome.
Makes the workflows that depend on that token stop instead of reporting success: the auto-merge cron and the eligibility check now fail when a gh call fails, rather than reading an empty result as nothing to do.
