The documentation indexes become stale whenever the canonical cross-repository report gets a new version. Point them to the current report in subactor/docs and link its Git history. Exact source revisions and publication evidence remain in the versioned report. This keeps ownership and historical evidence in one place.

Validation: index targets exist and git diff --check passes. The repository hook may refresh the generated cost estimate in README.md.
