chore: migrate to Rstack CLI

Summary

• consolidate Rslib, Rslint, Rstest, and formatting configuration into rstack.config.ts
• switch build, lint, format, test, staged-file, and Git hook workflows to the unified rs CLI
• install and lock the rstack-cli-docs skill and update editor/agent guidance
• update CI to run the combined Rstack checks

Validation

• pnpm install --frozen-lockfile
• pnpm check
• pnpm exec rs check --type-check
• pnpm build
• pnpm test
• pnpm pack --dry-run

The two integration tests pass, and the generated dist files are byte-for-byte identical to the pre-migration build.
