build(docker): add the E2B arena image with every server and k6 - #5

- Add infra/arena/Dockerfile, which copies the 13 CI-built server images' binaries and apps, the Node, Bun and k6 runtimes, and the k6 scripts onto Debian trixie with CPython 3.14
- Install the three Python servers' requirements into the one interpreter
- Add infra/arena/arena-serve to start any server on its servers.json port, pinned to given CPUs with WORKERS matching their count
- Limit the build context to what the image uses with infra/arena/Dockerfile.dockerignore
