tests: remove 272 tests that add no coverage - #13

Per-test coverage (coverage.py dynamic contexts, run with PostgreSQL) on the ten largest test modules and the low-value ones found tests whose sandboxes/ lines the rest of the suite already runs. Removing them, plus the helpers they leave unused, keeps whole-suite coverage unchanged: 70,506 covered lines against 70,504 before, with the few differing lines within run-to-run variation. Kept on purpose: - decision-test modules (admission decisions, scale policy, resource and wake admission, models, compaction policy), the layer the test rules build on, even where integration tests run the same lines; - test_postgres_relay and test_runtime_metrics, whose background threads defeat per-test attribution; - the routing tests that test_postgres_routing reruns on PostgreSQL, and the gateway tests test_routing_writer reruns, so PostgreSQL and the process writer keep their coverage; - seven tests that were the only cover for specific lines. In each module, a greedy set cover kept the tests needed for lines nothing else runs; the rest are listed below. The first attempt was too aggressive, so these were added back:
