fix(release): allow native macOS builds to finish

The v0.41.0 candidate stopped its native macOS bregctl build at the 35-minute job limit while Rust was still compiling. The v0.40.0 build already needed 29m10s; the current BReg runtime build increased from 13m48s to 23m39s. Raise the shared native macOS job budget to 60 minutes so the cold build has room to finish.

This changes only the timeout. Source selection, build recipes, payload checks, run-attempt artifact bindings, assembly, and attestation gates remain unchanged. After this merges and protected-main push CI succeeds, request a fresh full candidate from that exact source.
