Every changed Dockerfile now uses digest a29215f…, but release/scripts/check-debian13-images.py still requires a99cfc5… in DEBIAN_PREPARATION. Consequently, the Check Debian 13 image contract step in .github/workflows/ci.yml rejects all ten images, and the corresponding unit suite also fails. Update the policy digest and its expectations in the same change.
