This rule can not be applied as default value of a property in a class.

defined("ENVIRONMENT") || define("ENVIRONMENT", getenv('ENVIRONMENT'));

class Foo
{
  public static bool $env = (ENVIRONMENT === 'local' || ENVIRONMENT === 'dev' || ENVIRONMENT === 'stage');

  ....
}
