Please update osc #2609

Looks like quicklisp is not tracking the default branch of osc according to zzkt/osc#24 "I have noticed that the core branch of this repository and the osc included in Quicklisp are very different. It seems that the latest osc package included in Quicklisp (osc-20230618-git) is not from the Core branch, but from the endless branch"

Can you update ql to use new location at https://codeberg.org/zzkt/osc/
