Overview
Updates the resolved browserslist version in yarn.lock from 4.25.2 to 4.28.9 (Dependabot). There are no package.json changes; the bump flows through transitive deps such as @babel/helper-compilation-targets and core-js-compat, which use browserslist for compile/test browser targeting.

The lockfile also refreshes browserslist’s data/tooling deps: caniuse-lite, electron-to-chromium, node-releases, and update-browserslist-db, and adds baseline-browser-mapping (needed for newer baseline query support in browserslist). Upstream releases in this range include query/parser fixes, performance work, and security fixes (e.g. ReDoS and prototype pollution).
