What problem does this PR solve?

Issue Number: ref pingcap/tidb#67449

Problem Summary: To estimate NDV from sampled rows, TiDB needs the number of sampled rows and the hashes that occur only once.

What is changed and how it works?

What's Changed:

• Add RowSampleCollector.ndv_sample_count and FMSketch.multi_hashset.
• Rewrite the ndv_rate comment.
• Remove the unused RowSampleCollector fields 6 and 7 and reserve their numbers.

How it Works: The server sets the new fields only when ndv_rate is less than 1. A server that does not support ndv_rate ignores it.
