build(deps): refresh review tooling and security scanners - #230

Update Vitest and V8 coverage to 5.0.2, pnpm to 11.28.0, CodeQL to 4.38.2, and the TruffleHog action and scanner to 3.97.9. Preserve the Node 22 runtime floor and document pnpm 11 development requirements. Incorporates dependency updates from #228 and #229. Updates Vitest and V8 coverage to 5.0.2, pnpm to 11.28.0, CodeQL to 4.38.2, and TruffleHog to 3.97.9. TruffleHog selects its scanner image through a separate
versioninput; updating that alongside the action SHA ensures CI actually runs the newer scanner.Incorporates #228 and #229 from @dependabot[bot]. All selected releases exceed the repository’s 48-hour cooldown. Newer pnpm patches, Oxfmt, and Oxlint remain deferred until eligible. Node 22 typings and the published Node 22 runtime floor remain in place; development docs now reflect pnpm 11’s Node 22.13 minimum.
Validation on an AWS Crabbox lease with Node 24.19.0 and pnpm 11.28.0:
pnpm install --frozen-lockfile && pnpm typecheck && pnpm lint && pnpm format:check && pnpm test:coverage && pnpm build && pnpm pack:smoke && pnpm website:smokepassed.No package version bump or release.
