Codecov's tokenless v3 uploads return HTTP 429 while the action exits successfully. Upgrade only the upload step to codecov/codecov-action@v7 and pass secrets.CODECOV_TOKEN, matching nlibjs/changelog.
Coverage generation, all other steps, and the Node/OS matrix are unchanged. Stacked on #720; merge after #713 → #714 → #720.
Validation: latest PR CI passed all 10 jobs (lint and the Linux/macOS/Windows × Node 22/24/26 test matrix). After CODECOV_TOKEN was configured, all nine test-job upload logs confirm the upload was queued for processing, with no HTTP 429 or upload failure. Coverage maps back to the original .mts sources.
Codecov posted a PR report showing 95.00% coverage across eight files; codecov/project and codecov/patch both pass. The report notes that the stack's base commit (#720) has no uploaded baseline, so a before/after coverage comparison is unavailable.
A commit with the same tree retriggered the full CI matrix after secret configuration; the PR's file diff remains limited to the specified Codecov upload step.
Closes #721
