LSP: add syntax-backed folding ranges in full mode #1397

Closed as not planned and removed from the active child list of #1390.

Folding ranges are removed from this milestone. Neovim already offers Tree-sitter folding and current Helix lacks folding support, so the ticket has no demonstrated priority over core editing. Broad comment/TSX/recovery coverage would require additional syntax/trivia infrastructure. Reconsider in a new bounded issue only when a supported client and concrete unmet folding use case justify that work.

The revised epic prioritizes checker-backed class navigation, semantic hover/completion/signature help, safe #private rename and editor-owned external formatting. This ticket is not implemented, superseded by a claimed equivalent feature, or required to complete that milestone. Its history remains available; any future proposal should identify a concrete user need and a bounded scope.
