Summary

SkipHow 7.0.0 rewrites the package so the CTO keeps the owner's system small.

  • The kernel gains an Engineering standard that loads on every request. Everything added stays and costs the owner. Agents build the least that works, and removal needs no more justification than addition did. Tests exist only for a break a user or caller would notice, and findings must name a break. Independent review runs only where mistakes are costly, re-review covers only the fixes, and agent-written project rules are revised when they cost more than they protect. Every implementation and review brief carries this section.
  • testing.md and review.md replace verification.md, and operations.md is folded into integration, testing, diagnosis and tracked-work. Every reference and workflow is rewritten in plain language.
  • New owner-invoked skiphow-simplify workflow. Longrun no longer requires a fresh reviewer per slice, and plan reviews its plan once.
  • This reverses 6.3.5's "prefer a failing check" and 6.3.3's "age or cost alone justifies no deletion".
  • Contributor side:
    • outcome contract, decisions, evidence, prior art (Pocock, Superpowers and Addy Osmani at their current revisions, ideas only), docs and site;
    • corpus: 6 cases realigned and 3 unrun cases added.

Validation

Capability Status
Deterministic package gate (scripts/check.py) PASS (local)
git diff --check PASS
Claude schema validation PASS
Clean Claude install PASS
Codex schema validation UNVERIFIED locally (CI supplies the validator)
Clean Codex install UNVERIFIED (managed policy refused local marketplace)
Explicit invocation, implicit activation, continuity UNVERIFIED
Behavioral contract suite UNVERIFIED, see docs/evidence.md

An isolated read-only Codex review ran three rounds. Round 1 found 7 issues: 6 were fixed and 1 was refused with a reason. Round 2 found 4, all fixed. Round 3 found nothing that qualified. Details are in the CHANGELOG. No paid model sessions were made.

Move an engineering standard into the always-loaded kernel and carry it in
every implementation and review brief. Replace the verification and
operations references with testing and review, rewrite every reference and
workflow in plain language, and add the owner-invoked simplify workflow.
