feat: serve catalog schema v2 to the web; grant disaggregatedsets - #23

The listing and model endpoints refused a v2 catalog with a 501, so the
web could plan and install from v2 only through the API or the CLI. They
now serve one shape for either schema:
- GET /api/catalog: schema, site and models (Catalog.Models), each
variant at its own pin; a v1 catalog also keeps its index
- GET /api/catalog/{model}: the model and one variant resolved
(?variant=, ?version=) with its values, image and pin; a v1 catalog
also keeps its entry
- /api/cluster: each catalog's schema, so a page can mark v1 legacy
The sglang chart's prefill/decode mode renders a DisaggregatedSet, so
rbac.allowDeploy now grants disaggregatedset.x-k8s.io disaggregatedsets.
web/console moves to the pages that read this shape.
