[Feature] Declare terser-webpack-plugin as a direct dev dependency #2899

Issue Description

Problem
webpackBundle.js directly imports terser-webpack-plugin:

However, the root package.json does not declare it directly. The build currently relies on Webpack’s transitive dependency and npm’s dependency-hoisting behavior.

This may cause clean installations or future npm dependency-layout changes to fail with:

Proposed Change

Add the following entry to the root devDependencies and update the lockfile:

Benefits

Makes the build script’s dependency explicit
Prevents reliance on transitive dependencies and npm hoisting
Improves clean-install and dependency-layout reliability
