Adds ms-repo-creation by Devis Lucato (@dluc-msft) to the Community Applications section of docs/MODULES.md. It automates the automatable parts of creating an Amplifier open-source repo under the microsoft GitHub org (guided prompts for the browser-only governance steps, then gh-driven setup).
