    Closing this legacy upstream-change notification as not planned because it has been superseded by the deterministic nightly catalog refresh and validated catalog PR workflow. The latest nightly run checked 204 upstream watches without errors and completed successfully. Current maintenance uses the configured source watches, catalog refresh PRs, and dedicated failure issues; this standalone change-signal notification is obsolete.
