Claude Desktop needs the effective backend and repositories folder before authentication, plus a selected organization environment for MCP discovery and tool calls. Add a read-only workspace-preferences API and optional environment-scoped MCP operations to the shared package; existing callers retain their behavior when no environment is supplied.
The existing backend endpoints are reused. Scoped discovery scans the MCP directory before pagination; tool inspection and execution validate the current release environment before credential exchange. Saved connections in other environments and older metadata without display names remain intact. No backend, account, provider or existing local configuration is changed.
Validation: all 89 Node tests and the complete release check pass, including isolated package consumption. New cases cover defaults/config/environment precedence, filtered discovery across pages, legacy metadata, and cross-environment rejection without credential exchange. Prepared as devtools 0.2.3 for the independent Claude Desktop release.
