The module layout the later phases fill in, the `Backend` trait with the Postgres implementation, `SharedPostgres` (`CEDAR_SQL_PG_URL` or an embedded Postgres 18 started once per process), a smoke test, the CI workflow, and the README's "Status and phases" section.
