Updates frontend/package-lock.json only, raising browserslist from 4.28.1 to 4.28.8 (transitive dev tooling used for build-time browser targeting, alongside .browserslistrc).

The lockfile also refreshes related transitive packages pulled in by that bump: baseline-browser-mapping, caniuse-lite, electron-to-chromium, node-releases, and update-browserslist-db. No application source or package.json manifest changes appear in the diff.

The newer browserslist releases mainly ship query/parser fixes and security hardening (e.g. prototype pollution, memory growth, baseline/KaiOS/Electron query edge cases), which can slightly change resolved browser lists during builds without altering runtime app code.
