Reconciles the candidate release record with the completed internal Terraform/Vault recovery, deployed Slack source, and Google Cloud DNS routing on libops.site. It retains all unresolved customer release gates and makes no GA claim. Validation: make docs-check passed in an isolated Node 22 container, including managed-claim validation, OpenAPI validation, Mint build validation, and broken-link checks.
