Removes source-level SHA dependencies for LibOps-owned runtime images, the Cloud Run Terraform module, and the shared release workflow. Managed
mainreferences supply them; exact deployment digests remain runtime evidence. Also deletes the Bash source-shape gate that enforced specific Terraform/workflow syntax instead of behavior.Validation:
