Broadcast ARP/ND requests now go to MC_UNKNOWN instead of flooding MC_FLOOD_L2, so the old NB option bcast_arp_req_flood is no longer needed. Signed-off-by: zhangzujian <zhangzujian.7@gmail.com>

Update the underlay known-issue workaround for the
v1.16documentation branch.The current
release-1.16implementation forwards broadcast ARP/ND requests toMC_UNKNOWNinstead of floodingMC_FLOOD_L2; GARP still usesMC_FLOOD_L2, so the oldbcast_arp_req_floodworkaround is no longer needed on this release branch.Upstream status checked on 2026-09-24:
