Release 0.97.0

One change since 0.96.2:

• feat(semantic-layer): metastore scope/ACL support (targeted + org-wide) [AI-3790] #715 (AI-3790): semantic-layer items can be shared with chosen projects or with the whole organization. model create and add <kind> take --scope and --target-project, and the new semantic-layer scope command group changes the visibility of an existing item. edit, import --overwrite and promote now update an item in place, so it keeps its ID, visibility and history.

This PR bumps the version to 0.97.0 and adds the changelog entry. It resolves the vNEXT doc tags to 0.97.0 and runs version-sync (plugin.json / marketplace.json / uv.lock). It also corrects a link in metastore-scope-workflow.md: the anchor still contained since-vnext, but the heading it points to in commands-reference.md has no version tag. No whatsnew.ts entry: the release ships no UI change.

Plugin files changed: plugin.json, keboola-expert.md, gotchas.md, commands-reference.md, metastore-scope-workflow.md, semantic-layer-workflow.md.

make check, make vnext-check and make release-scope-check pass. make test-e2e did not run (no E2E credentials).

After merge: tag the merge commit v0.97.0 to trigger the release pipeline (PyPI + native binaries + GitHub Release).
