Adds Telegram Whisper to the plugin directory.
Whisper/folder, version in the filename)What it does: turns Telegram voice notes into Kanboard tasks. Speech recognition runs locally with faster-whisper; DeepSeek/OpenRouter normalization is optional and only runs when the sender presses the button.
