Clears the remaining develop Sonar code smell.
Merging the live WinINET list copied the previous <-loopback> token back in, so 127.0.0.1 kept going through the proxy after Capture local traffic was unchecked.
… bypass The previous fix special-cased <-loopback> inside the generic merge, which also dropped rules a library caller listed on purpose. Instead: - Merge against the bypass list captured before the first apply (reset on restore), so our own earlier rules and removed hosts no longer come back through the live list. - Add opt-in SystemProxySettings.ManageLoopbackRule so ProxyLoopback alone decides <-loopback even when the pre-apply list already carries a stale one. MitmExclusionDefaults.CreateSystemProxySettings enables it; default behavior is unchanged.
