Publish manylinux_aarch64 wheels #80

Request

A Linux arm64 (manylinux_aarch64) wheel on PyPI. pip install parasail on arm64 currently has no wheel to pick up, so it compiles libparasail from source.

Possible approach

.github/workflows/wheels.yml already builds Linux x86_64/musllinux_i686, macOS, and Windows via cibuildwheel. The Linux build is arch-agnostic (configure && make), so adding a [ubuntu-latest, manylinux_aarch64, aarch64] matrix entry (QEMU or a native arm64 runner) should be enough.
