Adds the next architecture layer on top of V9.1: bounded self-healing runtime, persistent failure signatures and repair episodes, controlled fault-injection lab, stable-code health metadata for targeted rereads, V10 public engine boundary, V10 package/runtime defaults, benchmark coverage, and CI smoke validation for the V10 engine. Existing V9.1 engine remains available as V9AIEngine; AIEngine now points to V10AIEngine. Repair promotion remains external and validation-gated; the runtime never blindly overwrites production code.
