chore(beads): sync issues from DoltHub chowderr/foreman - #53

The configured remote otaku-solutions/foreman never existed on DoltHub, so fresh clones bootstrapped an empty beads database. The laptop database is now pushed to chowderr/foreman; point sync.remote there so `bd bootstrap` pulls it. Before: a fresh clone of the repo, including every cloud session, started with an empty beads database.
