Add scoped memory lifecycle clients for tools-only BORG homes

Tools-only BORG homes can enroll their isolated primary Codex profile in an existing memory hub through borg memory-client stage, check, and enable. Each home creates its own local badge; the controller grants its digest. The native configuration API preserves unrelated hooks, while refusal and uncertain outcomes remain reconciliation holds. Older immutable installations can use an exact inventoried source release without replacing their app, runtime, or sidecars.

Explicit enablement also registers a per-home replay LaunchAgent with a four-item processing cap and 30-second processing budget every five minutes. Readiness requires the exact owned and loaded job, including command, environment, output paths, priority and schedule. Python isolated mode prevents inherited import paths from changing the pinned driver while preserving the capture kill switch. The default tools blueprint remains unchanged. Queue discovery precedes the processing deadline, so the budget is not a strict total wall-clock limit.

Validation: 125 installer tests, 47 memory tests (two skipped), seven acceptance-helper tests, and the exact 404-file release guard pass. The pushed commit passed all nine CI checks and independent review. Native capture has passed on one of the two validation Macs; fresh-session recall and queued replay have not yet passed. The current source upgrade is held at a native read-only configuration refusal for reconciliation. Configuration readiness never asserts lifecycle acceptance.
