fix: deploy benchmark site as Cloudflare static assets

Cloudflare Workers Builds completes pnpm build, but npx wrangler deploy finds no Wrangler configuration and starts automatic Astro adapter setup. That setup fails on the missing public/.assetsignore path.

Add docs/wrangler.jsonc for Worker xvec, serving the already-generated ./dist directory as Workers Static Assets. Pin Wrangler 4.140.0 in the pnpm dependencies and lockfile so the existing deploy command uses the installed version. Allow workerd's binary installation for local validation, ignore .wrangler, and document the Workers Builds settings. SVGs and other generated files remain only in ignored build directories.

Validation:

• pnpm install --frozen-lockfile and pnpm build pass.
• Noninteractive wrangler deploy --dry-run reads all 8 built assets without invoking automatic project setup.
• Local Wrangler serves the homepage, CSS, JavaScript, logo, default SVG, and configuration-specific SVG with HTTP 200. SVG content types and bytes match the build output.

No live deployment was performed. Cloudflare can retain root directory docs, build command pnpm build, and deploy command npx wrangler deploy.
