ci: build documentation on pull requests

Summary

• replace the obsolete automatic rebase workflow with a documentation build workflow
• run the workflow only for pull requests
• install dependencies with pnpm and build the VuePress site with pnpm docs:build

Verification

• workflow YAML parsed successfully
• git diff --check
• the pull request workflow will perform the full documentation build
