When enabled, `MapDataset._initialize_stats`, `DatasetIterator._initialize_stats`, and `make_stats` immediately return a singleton no-op `_NULL_STATS` instance to avoid stats tree initialization overhead on large mixtures. PiperOrigin-RevId: 998750494
