feat(platforms): inherit fallback guide support rules

DESCRIBE YOUR PR

Make supported and notSupported rules inherit through a guide's recursive fallbackGuide chain. A guide can explicitly override an inherited rule, so supported: [javascript.express] wins before notSupported: [javascript.node].

Apply the same resolution to PlatformSection and consumers of its support helper. This lets common pages and conditional sections remove redundant entries for every child guide.
