Publish artifact:list output and link the eight local-code inputs to its plugin directory field. Registry names can differ from directories, vendor plugins need not have local source, and newly scaffolded code can exist before registration; the artifact inventory already answers those cases without loading the files.
References are discovery hints: list without a filter to find existing directories, author a new name when creating a plugin, and retain manifest paths for validate. Greenhouse decision 0324/evidence 0640 verifies 17 controls on fresh cattle, including the actual read/implement/edit consumers, MCP catalogue preservation and counterexamples that remove relations while global supply still exists.
Validation: 433 tests / 1931 assertions; 92.43% coverage (floor 90). PHPStan, style, DocBlocks, attribution and Composer pass.
