Discover and call product HTTP APIs from the CLI

Add fulldev api <app> and fulldev api <app>.<operation> so agents can discover and invoke product HTTP operations from the server OpenAPI specification. Calls reuse the existing organization selection and OAuth token refresh. Send and Work join the existing product shortcuts.

Includes a minor Changeset and the built distributable. OpenAPI path parameters are encoded and excluded from query/body input; app-specific help shows the correct command form. Validation: lint, types and 129 tests across eight files pass; distributable regenerated. Full CLI check and Linux CI pass on 9f08461; independent Sol and Opus follow-up reviews approve with no remaining material findings. The distributable reproduces exactly and the worktree is clean.

Server PR149 is merged and live, with production discovery and consent/read-only/revocation checks passed. This feature and release PR15 are merged. Release workflow 38170590393 reports trusted publication of fulldev@0.6.0; exact-version and latest public npm metadata both confirm 0.6.0 with provenance. The CLI discovers all 27 Work operations against app.full.dev.

Published tarball integrity verifies and its dist/cli.mjs exactly matches tested release commit 9310cd1. The feature distributable discovers all 27 Work operations on production. Executing a fresh npm installation is blocked by the existing 24-hour minimum release age; that policy is unchanged.
